Statewide vs. County Rules in Utah
No county-level differences in the requirement itself: permits are issued by Utah's 13 local health departments (Salt Lake County, Davis County, Weber-Morgan, Utah County, Bear River, Central Utah, Southeast Utah, Southwest Utah, TriCounty, Tooele County, etc.) and any permit is valid statewide.
