Establishments must train every food service employee responsible for storage, preparation, display, or serving of food using: (a) the division's contracted third-party provider (Florida Restaurant and Lodging Association / SafeStaff), (b) another DBPR-approved third-party program, or (c) an approved in-house (proprietary) program. A designated certified food manager may deliver the training. Generic ANSI/ANAB food handler cards are not on the DBPR approved list and do not by themselves satisfy sec. 509.049.

No county-level food handler card programs - the scheme is statewide under DBPR. Jurisdiction note: DBPR's Division of Hotels and Restaurants covers public food service establishments (restaurants, mobile vendors, caterers); grocery/convenience/retail food stores are regulated separately by the Florida Department of Agriculture and Consumer Services (FDACS) under different training rules.
