Does New Mexico Require a Food Handler Card?

Statewide vs. County Rules in New Mexico
The City of Albuquerque operates its own food program: the city Environmental Health Department permits and inspects food establishments within city limits under the Food Service and Retail Ordinance passed May 6, 2024 (adopting the 2022 FDA Food Code), and city rules likewise require food employees to hold an approved food handler card within 30 days of employment. Outside that jurisdiction the New Mexico Environment Department is the regulatory authority statewide.
Food Manager Certification in New Mexico
The food handler card is not the only training rule — New Mexico also has a separate requirement for certified food protection managers:

Amended 7.6.2.8(B)(1) NMAC (rule effective January 1, 2026; the CFPM section takes effect three months after that): at least one employee per food establishment with supervisory/management responsibility and authority over food preparation and service must be a Certified Food Protection Manager through an accredited program. Applies to food establishments, temporary and mobile food establishments; establishments the regulatory authority deems minimal-risk are exempt, and one CFPM may cover multiple establishments with an approved variance. CFPM holders are exempt from the food handler card requirement.
